Satellite Alerts for Uganda: A Live Ecosystem Monitoring System for NEMA

The Goal

We built the engine behind a proof-of-concept system that lets Uganda's National Environment Management Authority spot forest loss, burning and wetland damage from space.

Overview

Uganda's National Environment Management Authority (NEMA) wanted to move from reacting to damage to seeing it early. Working with Greencom Enterprise Solutions Limited, Amilen Africa designed, built, tested and launched a proof-of-concept online system that watches forest reserves and wetlands using satellite images.

The system automatically downloads clear satellite pictures and measures plant health, burn scars and water content. It compares today's images with the past and draws an alert on the map wherever change is bigger than half a hectare.

Officers see the alerts on an interactive map with clusters, pop-ups, a swipe tool to compare before and after, and a time player to replay several years. Every alert follows a five-step path (pending, acknowledged, escalated, resolved or flagged as false), with four levels of user access. An executive dashboard shows national trends in hectares affected and the severity of threats.

What we did

  • Automatic satellite download and four health, burn and water indices (NDVI, EVI, NBR, NDWI)
  • Change detection that draws alert areas of more than half a hectare
  • Swipe compare, time player and clustered alerts on an interactive map
  • Five-step alert workflow and four user access levels; national trend dashboard
